试论水利在国民经济和社会发展中的基础地位

On the Basic Position of Hydraulic in the National Economy and Social Development

本文认为水利在国民经济和社会发展中的基础地位,是由水资源特点和水利工作的功能、性质所决定的,并强调指出水利基础地位的论断来源于对我国国情的深刻认识;也是我国社会主义建设实践中对水利工作认识不断深化的科学结论。本文还从建国42年来取得的水利工作成就和已经发挥的巨大社会效益和经济效益出发,说明水利产业已经是国民经济“基础设施的重要组成部分”,“水利作为国民经济的基础产业”,已具有“重要战略地位”。本文还就如何将水利基础地位落到实处,增强水利基础产业意识,树立水利为国民经济和社会发展服务的观念,作好水利工作,提出了若干建议。

This paper thinks about the basic position of hydraulic in the national economy development and social development which are decided by the characteristics of water sourcesof and the function and property of hydraulic work, and points out particularly that the judgement of the basic position of hydraulic is come from the penetrating knowledge on domestic situation and is also the scientific conlusion of continued knowledge of hydraulic work in our Socialism economic practice. Having set out the achievements of hydraulic and brought into play the great social and economic benefit through the 42 years of our country. This paper showed that the hydraulic property is the main constitutued part of the basic measure of water conservancy in the national economy, and has the important strategic position in addition. This paper also offered several proposals how to implement the basic position of hydraulic to key spot, raise the consciousness of the hydraulic propetry, cstablish the idea of water conservancy serving at national economy and social developmeat, and make good use of the hydraulic work.
