This article holds that the 1990s is the key decade for Shanghai to catch up with the development trend of world economy. During this decade, Shanghai must firmly and resolutly seize the rare opportunity of developing and opening pudong area and, efficiently and fully bring forth the overall advantages and potential energy of Shanghai and strive for Shanghai economic 'take-off' in the 1990s. With this opinion, the author, on the base of his analyses and judgement made about the current situation of shanghai's economy and the possiblities of its development, made a practical quantitative evaluation for the deve lopment target of Shanghai's economy in the 1990s.
