本文论述了我国资源和环境破坏的主要根源是自然资源及环境经济补偿机制的不健全及由此根源而导致的一系列资源利用不合理现状和经济问题。进而阐述了健全资源及环境经济补偿制度的重要性和必然性。

Incomplete economics indemnity mechanism of natural resources and environment is the main origin of resources and environment destruction. Inequality state of resources utilization and several economics problems caused by the origin were pointed out.
