摘要
本文针对水资源日益短缺和水环境严重污染的现状,从实现水资源的永续利用和改善水质的目的出发,提出水资源经人类使用后要对其进行功能和质量补偿,并通过一定的补偿方式——折损来恢复其功能和水质,达到水资源的循环使用,以满足人们对水资源的需求。
To realize permanently utilizing of water resources and improving its quality, the paper is in accordance with the stutas quo of water resources being increasingly shorung and water cnvironment being seriously polluting and put forward that water resources after used must be in- demnified in function and quality. An indemnifying method of Losing calculation is used to do the work.
