摘要
本文对“林水之争”、“林草之争”进行了深入的剖析 ,并提出了实行水利工程和生物工程相结合、乔灌草相结合的办法。
The paper analyses competition of forest and water and grass,and put forward the way to combine water project with forest project,and combine forest project with grass project.
