首先进行了水资源对区域经济可持续发展的评价(包括水资源总量、区域经济发展的主要目标等)。然后根据陕北能源基地水资源系统的特点和区域经济可持续发展的规模,用一个总的协调器将水资源永续利用与区域经济可持续发展系统有机地协调,构成一个三级递阶协调决策模型系统。按此模型进行优化,便可获得不同规划年的优化协调决策。
The Energy Resources Bases in northern Shaanxi are an important part in the juncture of Shanxi, Shaanxi and Inner Mongolia. They have already become China's important construction bases for power development. However, water resources, which are closely related to economic development, are usually the dominating factor to restrict the regional economic development. The sustained development available of water resources to regional economy is first valued which includes the evaluation of general amount of water resources and the main aim of the regional economic development, etc. Then according to the characteristics of the energy base, water resources system and the sustained development scale of the regional economy, a three-step upgrading model is formed with a general regulator to coordinate them. It may be regarded as the coordinational policy decision through which we catalog different scheduled years so as to reach the aim of water resources supporting forever the sustained development of the regional economy.
