Although management modes are decided freely by enterprises, it will be in faovr of improving intensive management of Small & Medium,sized enterprises through the improvement of environment of SAEs and,setting samples by government. The article analyses the necessary inside and outside environment and character for sample SMEs for SMEs' intensive management, and will be significant for SMEs' changing the management mode.
