摘要
改革开放之初，黑龙江省经济无论在全国或中西部地区都占有相当水平的优势。经过１７年的改革开放，黑龙江省经济增长缓慢，优势地位不断被削弱，经济运行质量及经济增长速度前景堪忧。对此，提出几点建议：充分发挥特有的资源优势，全面繁荣农村经济；要按照市场经济规律进行战略性调整；要大力调整、优化产业结构；以资产重组为重点强攻存量调整难点，以项目为载体优化增量投向；贯彻实施科教兴省和可持续发展战略，迎接知识经济的挑战。
After 17 year reform and opening up,Hei longjiang provincial economic growth and advantages in China or to the mid-east region hasn＇t been better but emerged a pessimistic situation for its low econom ic functioning quality and growth.Here we suggest:1.Make full use of our specialresource advantage,bring about a prosperous economy in rural area;2.Carry on stra tegic adjustment according to the law of market economy;3.Give energetic support to industrial structure＇s adjustment and optimization;4.Take assets recombination as key task,strengthen readjusting the stock,optimize the project investment of the increasing funds;5.Implement strategies of rejuvenating Heilongjiang withscience & education,and sustained development to meet the challenge of Knewledge Economy.
