资金短缺，是当前制约学术理论类期刊发展的瓶颈问题。由此导致期刊质量下降，编辑人才流失。实践表明，学术理论期刊不宜推向市场。针对其自身特点及办刊宗旨，政府应给予必要的投入，或走以刊养刊、集团化经营之路，才是期刊得以发展的最佳途径。

Funds shortage is the major problem of restricting academic periodical development, which causes low level periodical quality and the erosion of qualified editors. Actually, academic periodical should not be market- oriented, according to its aim, it has its own best ways to develop well , one way is that it should make use of necessary investment from the government, or it has to depend on the profit coming from the operation of periodical group.
