西部地区经济基础薄弱 ,产业结构呈农业型、重型化特征 ,工业发展缓慢 ,且具有明显的资源依赖性 ,产业技术含量较低。在西部开发中 ,应顺应产业发展趋势 ,根据西部地区的具体情况 ,以跨越式发展战略协调各产业部门间的关系 ,工业结构由资源消耗型向深加工型转化 ,并大力发展高科技产业。

The economic base is very weak in the west area of China.The industrial structure presents agricultural pattern characteristics,the industries develop slowly,it has evident nature of rely on of resources,the industry has little contents of techniques.In the development in the West ,should submit to the trend of industries development,according to the real circumstances of west area,depend on leap over type developing strategy coordinate the relations between different departments of industries,industrial structure transforms from consumption pattern of resources toward processing pattern and develop high science and technology industry with exert efforts.
