中小企业发展滞后 ,已成为西部开发的主要制约因素。西部中小企业的发展 ,需要提供政府支持。应该借鉴国际先进经验 ,构建中小企业发展的相关法律 ,完善中小企业统计体系 ,建立统一的中小企业行政管理机构体系和社会化服务机构体系 ,以加快西部中小企业的发展。

The development of medium sized and small-sized enterprises fall behind has become the important factor which influence the rapid development in the West.The development of medium-sized and small-sized enterprises in the West needs government gives support.We should draw the international advanced experience as reference,constructing the corresponding law for the development of medium-sized and small-sized enterprises;perfecting statistical system of medium-sized and small-sized enterprises,establishing unified administrative management organs system and socialization servicing organ system of medium-sized and small-sized enterprises so as to quicken the step of the development of medium-sized and small-sized enterprises in the West.
