浅议政府采购制度实施中的问题

A Superficial Comment on the Practice in the Implementation of Government Purchasing System

在我国实施了近十年的政府采购制度 ,其成效是明显的 ,但也存在许多问题。本文从思想认识、系统立法、管理体制、操作规范、与其它政策配套及采购队伍的构成等方面对此进行了分析。

The Government purchasing system has been carried out for nearly ten years,its effect is evident,but there are still many problems in it.ln this article the author analysed it from ideas understanding,systematic legislation,management system, operating standard,forms a complete set with other policies,and the constitution of the members of purchasing etc.
