摘要
由于我国财政职能的转变、政府垄断经营养老金的缺陷以及公共养老金投资收益率低下等原因 ,建立养老保险基金管理公司应纳入保险体制改革的轨道。该文对管理公司的设立、运营、监控及基金资本化、运行市场化等问题进行了分析和论述。
Due to the reasons of the change of our financial function,the pension fault caused by the government control and the low benefit rate of the public pension investment,to set up a company for pension insurance fund management should be one of the reforms of the insurance system.The anthor stateds his opinions on the establishment.operation,inspection of the management company and the fund should be capitalized and running should be marketlized.
