本文提供一个关于制度环境影响市场交易费用进而影响企业所有权安排的案例。中心的论点是 :社区政府能充当乡镇集体企业所有者 ,是因为市场的不完善 ,使它能控制资源并在组织交易上具有优势 ;一旦市场发展使社区政府失去这些优势 ,那么它让渡企业所有权就不可避免 ,这也正是目前改革中所发生的事实。作者指出 ,完善市场有利于公有制企业改革 ,但是 ,市场的发展最终要导致企业内部产权结构发生变化 。

This thesis is a case study about effects on the property rights structure of the enterprise by Transaction costs originating from institutional environment.It argues that because the community Government controls resources and has advantages of transaction in an imperfect market economy,It can act as the owner of collective township village enterprises.When it lost these advantages, it will relinquish its rights.In fact,this is happening in rural areas.The thesis obviously points out that perfecting market will do help to the reform of public owned enterprises and lead to the change of ownership at last.
