粮食企业财政金融政策存在的三大问题

为了保证粮食流通环节的正常运转 ,国家在财政金融方面制定了一系列政策 ,但在执行中却存在不少问题 ,突出表现在三个方面 :一是财政补贴资金滞留过多 ,没有及时足额用到粮食流通上 ;二是陈粮压库严重 ,不但挤占了粮库 ,也占用了粮食专项资金 ;三是农业政策性信贷质量很差 ,亟待加以改善。

For ensuring grain circulation running in gear,the state has constituted a series of policies on finance and bank,yet there are many questions in the execution,especially on three facts.Firstly,the finance allowance fund resorts so overabundt as not to exert on grain circulation adequately and timely.Secondly,the stale grain not only engross the grain depots badly,but also occupy the grain special fund.Lastly the agriculture policy credit quality is very poor,and to improve rapidly.
