析国有资产“分级所有”

On possession at diffrent levels of state-owned assets

完善国有资产管理体制始终是国企改革的“重头戏” ,而能否处理好中央政府和地方政府的利益关系 ,又是判断国有资产管理体制合理与否的重要标志之一。本文从经济学角度出发 ,论证了在处理政府间关系时 ,应改现行的“国家所有、分级管理”原则为“分级所有”原则。

It is important to perfect the state-owned asset managerial system in state-owned enterprise reform.Whether we can deal well with the interest relationship between central government and local governments or not is judged by if the state-owned asset managerial system is reasonable.Based on the economic theories,the author proves that we should change the actual principle of “owned by country and run by different levels”to“possessed at different levels”when we deal with the relationship of different levels governments.
