摘要
本文在总结治理黄土高原经验教训基础上 ,提出了黄土高原综合治理应注意的六个问题 :山川秀美与脱贫致富的关系、农林牧的关系、长远规划与分步实施的关系、整体布局与分散经营的关系、生物措施与工程措施的关系及领导群众与依靠群众的关系等问题。
