加强地震监测预报工作应密切关注的几个问题

Some Problems Meriting Our Close Attention in Enhancing Earthquake Monitoring and Prediction Work

目前 ,科技进步和社会发展对防震减灾部门提出了更高的工作目标和要求。在未来的一段时期内 ,一方面需要把地震预报工作从经验基础预报向完善的物理模型推进 ,另一方面要切实加强地震台网的优化工作 ,保证研究工作的顺利开展。纵观当前的政治经济形势和地震科学研究现状 ,文章提出了在“十五”期间应特别关注的几个问题 :1正确处理“继承和发展”的关系 ,努力造就跨世纪的监测预报人才 ;2监测台网优化和监测技术的发展必须重视预报对监测技术的需求 ;

Along with the present science and technological advances and social development,still greater working goal and demands have been set on the agencies of earthquake preparedness and disaster mitigation.In some years to come,we should push forward earthquake prediction work from experiential basic prediction into perfect physical model on the one hand;conscientiously optimize the seismological networks and ensure research work to be done smoothly on the other hand.Based on the current political and economic situation and present condition of seismological researches,this paper points out some issues that special attention should be given during the times of the Tenth Five Year Plan:1.Correctly handle the relationship between “inheritance and development”,actively train qualified personnel of earthquake monitoring and prediction in the 21st century;2.Pay attention to the demands of monitoring technology in optimizing monitoring networks and developing monitoring technology;3.Don't ignore the role of basic construction of analysis and prediction work in improving the quality of prediction work.
