Reform and difficulty extrication in state coal mines: governmental functions and enterprises' selection

回顾了国有重点煤矿改革脱困工作的历史。认为总量过剩、国有重点煤矿企业结构不合理和产业集中度低是我国煤炭工业的突出问题。要建立现代企业制度 ,实行产权多元化 ,以制度创新解决企业的经营性危机 ;要实现市场组织和交易的现代化 ,形成竞争的和可调控的市场价格机制 ,要建立“统一开放、竞争有序、管理科学”的煤炭流通体系。

Reviewing the history of difficulty extrication by state-owned key coal mines, the paper holds that surplus in grand total coal output, irrationalized state-owned key coal mines and insufficient centralization of coal industry present the most serious problems in the coal industry of this country. Solution to these problems calls for the modernization of corporate system, complex property ownership and improved enterprise operation by innovated systems. Also, it is necessary to modernize the market and marketing to form competitive and regulatory pricing mechanism.
