Discussion on EIA Requirements for the World Bank Financed Projects

根据山西万家寨引黄工程环境影响评价报告编制过程，讨论了世界银行对其贷款项目环境影响评价的具体要求。世行批准的环评报告在工程项目概念，环境影响评价范围、工程方案比较以及具体环境评价内容等方面与原引黄工程（内资）环评报告有显著差别。特别是世行要求环评报告应包括一完整的环境管理规划，以及保证该规划切实得到落实的相应环境管理、环境监理、环境监测机构、人员及经费保障，都值得国内有关单位在对其他世行贷款项目或内资项目进行环境影响评价时参考。

Based on the preparation of the Final EIA Report for the Shanxi Wanjiazhai Water Transfer Project(WWTP),the paper discusses the World Bank EIA requirements for the projects financed by the bank.The final WWTP/EIA Report approved by the Bank is quite different with the original domestic WWTP/EIA Report in project concept,environmental study area,project alternatives, and detailed environmental assessment contents.Especially,the bank requires that an EIA report include a complete environmental management plan and corresponding institutional,staffing,and financial arrangements for environmental management,environmental supervision,and environmental monitoring to ensure the actual implementation of the plan.
