许多先秦学者（史称先秦诸子）在研究管理问题时，认识到了民众是管理之本，管理者要重视和爱护民众，并依从民众的意愿去推行管理，才能顺利实现其管理目标，这就是以民为本的管理之道。

Many scholars in the Pre-Qin days realized in their research into the problem of management that the public is the foundation of management and that only managers who value and love the public and carry out their management at the public's will can achieve their goals of management,which is actually the managerial method of regarding the public as the foundation.
