This thesis expounds that management is \!foundamental national power\' and so is cultivation of qualified personnel; therefore, they are related to and influence each other. In reality, management is to sort out qualified personnel and put them in proper positions. However, the precondition of sorting out qualified personnel is to cultivate qualified personnel. The cultivation of qualified management personnel can help realize efficient management while qualifying the managed can bring about efficient management.
