摘要
论述了公益林生态效益补偿的理论基础 :马克思的劳动价值论和地租论、公益林的投入—产出原理以及公益林的再生产理论 ;依据公益林生态效益的补偿要素 ,应用双向竞卖和最终开价仲裁法 ,计量公益林生态效益的补偿额。
From the analysis of establishing the ecological compenstion for public forest, the theory of labor value,the theory of land rent,the theory of input-output、the theory of reproduction are expounded .Based on the elements of compensation,methods of double auction and final-offer arbitration have been applied in estimating compensation payment.
