摘要 北京市“民办公助”教育政策的产生有其利益调整的背景。该政策的受益者主要是 :“民办公助”学校 ,希望择校的家长和学生 ,教育工作者和教育行政部门。同时 ,它也带来了一些负面效应 :该政策有背于义务教育的基本原则 ;易导致地方政府忽视基础教育投资 ;助长公立学校的不规范收费 ;有碍公立学校的健康发展。为了消除其负面影响 ,必须采取以下积极措施 :加强对“民办公助”学校的宏观指导和监控 ; The appearance of the education policy of “privately run under state ownership” of Beijing is based on the benefits adjustment. The main beneficiary of the policy is “privately run under state ownership” schools,the parents and the students hoping to choose school,some teachers and administrative department of education,but it also brings some unfavorable influences:it is opposed to the policies of compulsory education;it leads to the result that the local government doesn't attach importance to the investment for the basic education;it attributes to irregular fees of public school;and it takes disadvantage of the development of public school.In order to clear away these negative influences. It should strengthen guidance and supervision to “privately run under state ownership” school and improve the conditions of public school.
