摘要
通过对吉林省深化粮食流通体制改革中要解决的主要问题—粮食企业亏损现状、原因、对 策的系统分析和研究，认为对粮食价格的单项改革是行不通的。必须以系统的观点作为粮食改革 的出发点，将粮食系统各个环节的改革协调配套，同时又要与各级政府、各部门以及整个国民经济 大系统的发展相适应，并且要强化系统管理，方可实现深化粮改全面扭亏增盈的根本目的。
After the systematic analysis and study on the main problems in deepening reform of circulating system of grain in Jilin province──the actuality cause, and countermeasure of deficit of grain,we think that the monomial reform of price of grain is not feasible. Systematic viewpoint should be the starting point of the reform of grain. Each link of the grain system must be coordinated and formed a complete set and the reform must adapt to the development of goverments, departments at all levels,and the big system of national economy. Systematic managerment should be strengthened, then deepening reform of grain and making up the deficit and getting surpluses roundly can be realized.
