The environment is an important factor in the development of western regions. We must improve the quality of the soft environment in the western region′s development. The contents of the soft environment are: humanities environment, talented person′s enviroment, system environment and policy environment. The corresponding measures of improving the quality of soft environment are: replacing concept of the development, spreading knowledge of the market economy, striving for preferential policy.
