Private economy in Southern Jiangsu is characterized by its special way of primitive accumulation of capital, the heterogeneous nature of economic system and the super-economic relationship of dependence between the private economic sector and the local government. All these characteristics leave a deep impact upon the management, investment and the external economy. The development of the private economy sector in Southern Jiangsu is facing a serious situation and challenge. It is required that the local government should give overall consideration and all-round arrangement and make prudent decisions.
