试论民族地区高校激励机制的营造

摘要 西部大开发、高教大发展对民族地区高校既是难得的机遇 ,更是严峻的挑战。人才的稳定、培养和引进是民族地区高校迫在眉睫的首要问题。当代管理是“以人为中心”的管理 ,激励是现代管理科学所推崇的基本手段之一。激励机制的营造对于民族地区高校尤为重要和迫切 ,应当在内部管理体制改革中积极营造出一种激励机制 ,实行报酬激励 ,晋升激励 ,荣誉激励 ,竞争激励 ,尽可能稳定、培养进而引进人才 。 To the institutions of higher education in areas inhabited by minority nationalities,China's West Wide Open is not only a golden opportunity but also a severe challenge.The foremost and imminent problem is how to stablize ,to train and to bring in the qualified personnel .In this paper ,the author suggests some effective ways to the resolution of this problem .Science of modern management 'has the talent as its focus 'and puts emphasis on impelling the talent to the efforts .Therefore ,in the course of the reform of internal personnel administration, it is imperative for these colleges to construct a competitive mechanism which impells the staff by competition ,by bonus ,by honor and by promotion so as to achieve the stability of the talent ,thus win a standong foot and develop higher education in these areas .
