摘要
本文从现实出发,分析了西部大开发所处的新的历史条件,认为与计划经济时期的开发不同,由于政策环境的变化,西部开发的主体和动力不应是政府,而应是西部企业。随着竞争环境的改变,作为开发主体的企业必须从培育自身能力的角度出发建立竞争优势,而不能仅仅依赖国家的政策倾斜。由此提出从核心能力理论出发考虑西部发展战略,并分析了西部企业的核心优势所在,对如何发挥优势进行了探索,最后对西部企业发展所面临的不利因素进行分析并提出了解决思路。
Comparing with the former exploitation of west China, the environment has changed largely. Because of the change of policy environment, the principal part and force of the exploitation of west China should be enterprises of west China. Enterprises must cultivate and exploit its inner resources rather than only depends on favorable policies of central government. Based on these analysis, this paper proposes another way of thinking about the strategy of exploiting west China, this way comes from the viewpoint of core competence. This paper also analyses current core competence of enterprises of west China and gives way of exploiting these advantages. Finally, this paper analyses the disadvantage of west enterprise and gives some suggestions.
