摘要
排污收费制度作为一项非常重要的环境保护法律制度 ,在海事监督管理业务中还未得到有效建立和实施 ,《海洋环境保护法》的修订通过 ,已为海事主管部门建立和实施该项制度提供了充足的法律依据 ,文中结合目前海事监督管理工作实际 。
Charge system for discharging of pollutants is an important law system for protection environment,but it isn't adopted in marine safety managements.Adoption of the Law of the Protection of the Sea Environment,has provided sufficient legal services.Some proposals about Setting up and implementing the charge system for discharging of pollutants in Marine safety management are presented by reality.
