It's Imperative to Build up the Criminal System of Social Execution with Chinese Characteristics

我国目前社会犯罪和监狱押犯不断攀升的严峻现实及其不容乐观的发展趋势，迫切要求我们加速刑罚执行制度的改革创新，及早建立中国特色的罪犯社会执行制度，从而有效地完成新世纪社会主义市场经济条件下综合治理社会犯罪的艰巨任务，切实贯彻依法治国，建设社会主义法治国家的治国方略。

Because the stern fact and unoptimistic developing tendency that our country's social crime and prisoners are rising unceasingly, it's urgent that we accelerate the reforming and creating of the system execution of punishment, as soon as build up the criminal system of social execution with Chinese characteristics. So we can efficiently carry out the hard task that bring the social crime under control in a comprenhensive way in socialist market economy in new century and practically carry out the policy that administer the country according to law and build up a socialist legal state.
