After the Reform and Opening gave birth to it, non-public-owned economy has steadily adjusted its structure of ownership, and this change has promoted the development of national economy and the progress of the society to some degree. At present, it is necessary for quickening the development of non-public-owned economy to renew ideas, to transform the forms of ownership and to strengthen market mechanism, so as to consummate the structure of ownership system.
