国有资产流失问题的成因与防范

目前 ,国有企业改革攻坚阶段已基本完成。然而 ,继续深化企业改革 ,尤其是控股国有企业和上市国有企业 ,通过建立现代企业制度 ,规范企业经营行为 ,保证国有资本的增值 ,从根本上脱困 ,并且脱困后不再“返困” ,则是我们面临的一个新课题。前一时期国有资产严重流失的状况表明 ,防止国有资产流失仍任重道远。

The key step for the state-owned enterprises' reform has finished at present,but it is still an arduous task for them to deepen the enterprise reform,especially the reform of the share-holding state-owned enterprises and listed enterprises,to establish the modern enterprise system,regulate the enterprises' behavior,to guarantee the value-adding of the state-owned enterprises,to make them free from poverty thoroughly and will never return to poverty.The fact that the heavy loss of the state-owned assets before long shows that it is still a serious task to prevent the state-owned from losing.
