The government's contingent liabilities problem is a very urgent problem in China for the time being. The existence and its severity of the contingent liabilities have a bearing with the lag of state-owned enterprises' reform,the state-owned banks' reform and the immaturity of the social security and so on.It has become the pressing task to find the countermeasures to prevent and reconcile the contingent liabilities.
