摘要
Ministry of Foreign Trade and Economic Cooperation For a long period, textile export quota has been an important factor that influences the benefits of export enterprises, and once it had caused chaos as it was sold at high prices on black market. To rationally allocate and use these limited quotas, the Ministry of Foreign Trade and Economic Cooperation (Moftec) has worked out a package of policies and regulations. The author explains the causes and effects of staging the quota bidding system based on abundant first-hand materials he got through visiting related departments for many times.
