摘要
介绍了黑龙江省东部电网区域稳定控制系统(二期)的主要技术。该系统包括一期的5个子站和二期的2个子站,在故障情况下采取切机措施以提高黑龙江东部电网的稳定水平。二期系统利用双通道微波通信实现实时数据通信和控制命令的传送,使用双机互备主机裁决的结构提高控制子站的可靠性,使用灵活配置的监控软件完成各子站的监测任务并实现子站的控制策略,并实现了对策表人工在线修改,同时基于全球卫星定位系统(GPS)提供高精度时钟实现全网同步监测和相量测量。
The new developed area stability control system in the east part of Heilongjiang power system is introduced in this paper. The control system is composed of 5 old control substations and 2 new control substations, and improves the stability level of the Heilongjiang power system by generator shedding in case of severe faults. The dual microwave channels are used to transmit data and control commands among substations. The configuration of two control units and one administrative unit increases its reliability. Same program runs at every substation to implement different control strategies based on flexible configurations. The strategy tables can be online modified with easy operations. The GPS based accurate time signal is introduced in every substation and the voltage phasors are measured based on it.
