摘要
山东电力市场模拟运行期间发生了因竞争而产生的边际电价持续下滑、既背离发电成本又不满足电能的市场供求关系的现象。文中指出产生这种现象的主要原因是当前电力市场的不完全性和山东电力市场规则中存在有能导致恶性竞争的条款。由于没有实现厂网分开 ,发电厂更注重的是发电计划的完成而非利润的高低。电力市场的竞价规则把合同电量和竞争电量绑在一起进行竞争 ,其结果是较高的报价不仅使电厂得到的出力低甚至可能停机。在市场竞争中为了避免停机损失和保证发电计划的完成 ,只得降低报价。还讨论了电力市场交易 ,边际电价与供求关系等问题。
During the simulated running of Shandong Electricity Market, an abnormal phenomenon occurs,i.e., the marginal prices of electricity produced by rivals were continuously descending. The marginal price of electricity neither obeyed relation between electricity supply and demand, nor conformed to the generating power cost. In this paper, the reasons of continuously descending of marginal price in Shandong Electricity Market are analyzed. The marginal price of electricity market and the relation between supply and demand, the incompleteness of electricity market at present, the trade rule of electricity market and the unfair competition of rivals are discussed.
