经济杠杆问题探讨

On the Issue of Economic Levers

利率、税率、汇率这三种经济杠杆是政府为企业营造良好外部环境的主要媒介。由于我国政府在应用市场经济手段调节经济运转方面还缺乏经验 ,加上我国社会主义市场经济发展还不够完善 ,因此这三种经济杠杆的作用还远没有得到充分发挥 ,本文就这三种经济杠杆在改革实践中现存的问题 。

Internet rate, tax ratio and exchange rate are the three major economic levers for the government to create a favorable external environment for the development of enterprises. Unfortunately, we haven't, so far, given those three levers into full play. This is due to two causes: we are lacking experience in applying market economy to regulate economic operation; socialist market economy in China has left much to be desired. This paper expounds the problems that the practice of these three levers has brought in China's reform and it brings forth the counter measures to settle these problems.
