改善执法软环境——提高领导干部法律素质之我见

Improving Soft Environment of Law Enforcement —On Improvement of Lawful Quality of Officials

法律主要靠行政机关执行 ,改善执法软环境必须提高干部法律素质 ,目前干部法律素质还不高 ,必须转变领导观念 ,规范领导行为 ,加强法律法规学习 。

The enforcement of laws mainly depends on administrative bodies and thus the improvement of soft environment of law enforcement relies on that of lawful quality of officials.At present,since the lawful quality of officials still needs improving,the ideas of administration must be transformed,the behavior of administration must be normalized,and the study of laws and regulations must be strengthened so that laws can be internalized into the officials's basic quality in their administrative actions according to laws.
