According to Western economic theory, the factor of system is regarded as the essential reason for economic growth. In this connection, the weaknesses in the system is believed to be one of the key factors which confine the economic development of Western China. Therefore, the innovation in the system win function as an inexhaustable source of drive in the economic development of Western China. No doubt, the central government and the local governments of drive in the economic Western provinces and regions will play an important role in this innovation in the system, but entrepreneurs and broad farmers and herdsmen will act as the main.
