This paper analyzed the effect of economical rule and the policy-making and the feasibility of applying the market mechanism in regional management on controlling the total load of water pollution discharge. It had a beneficial effect on water quality management by applying trade-off the amount of pollutants discharged based on the market mechanism under government regulation.
