摘要
高校实施对职能部门领导工作实绩的年度考核 ,顺应了高校领导体制改革的趋势。考核以逐级负责、考绩为主、民主公开为原则 ,对部门领导的思想作风、工作业绩、任职能力进行检测评定 ,体现干部管理的制度机制。在实施过程中 ,应适度确定考核范围 ,做到结果可靠、反馈及时、整改有效 ,充分发挥考核的实际效应 ,为组织工作提供切实的人事资格依据。
The enforcement in colleges of the annual assessment on the work achievements of heads of all functional divisions goes with the tendency of systematic reform of college officers. It's open and democratic, mainly base on the assessment results and tasks level-by-level responsibility as the principle. What is concerned in the assessment are the division heads' ideological style, work achievements and working proficiency, which reflects the systematic mechanism of management of cadres. In the course of enforcement, it is necessary to set a reasonable assessment to achieve a reliable result, and make immediate feedback so as to reach an effective rectification, by which we can give a full play to the practical effects of the assessment and provide a feasible basis of personnel competence for the organizational work.
