From four aspects, the paper discusses the process o f combining technique with economy, improving value function of project. It incl udes both improving function of project and reducing investment, reducing invest ment under the condition of which function doesn't change, improving function un der the condition of which investment of project doesn't basically change, and t he n obtaining the purpose of saving investment, improving function under the condi tion of which investment goes slightly up, obtaining the purpose of improving va lue of product. It is a kind of scientific management method. The paper puts for ward that only combining technique with economy is the best way of realizing opt imal value of project.
