谈地质资料的封锁与开放

BLOCKADE AND OPENING－UP OF GEOLOGICAL DATA

本文简要论述了地质资料开放与流通的意义，对目前地质资料利用的现状及其相关的现行法规进行了研究，从而得出地质资料由封锁走向开放的前提条件必须是依法取得探矿权和采矿权，只有作好矿业权的管理，才能迎来地质资料开放的新时期。

This paper deals briefly with the significance of opening－up and circulation of geological data． Based on a study on the present situation of the utilization of geological data and the corresponding existing regulations, the author draws a conclusion that the prerequisite for the opening－up of the geological data must be to obtain by law the right of exploration and the right of mining, and that only when the management of mining industrial rights has been put on the right track, will it be possible to usher in a new period for the opening up of geological data．
