农民负担过重的原因与对策分析

农民占中国人口的绝大比重 ,农民负担状况直接影响农村经济的发展和农村社会稳定 ,进而制约中国整个经济的可持续发展。目前农民负担过重 ,尽管中央一直致力于减负工作 ,但效果不大。造成农民负担过重的深层次原因在于经济管理体制、行政管理体制、财政体制的扭曲 ,为此 ,转换体制、转换政府职能、区分政治权力和所有权、加强法治、加大监督力度是解决农民负担过重的重要手段和措施。

Farmers account for the absolutely major proportion of China’s population.The farmers’ burden directly affects the economic development and the social stability in the rural areas.Furthermore,it restrains the continuous development of China ’s entire economy.Although the central government has been endeavoring to reduce the farmers’ overburden, there has been no sign of apparent effect.The inner causes of the farmers’ overburden lie in the distortion of the economic management system,the administrative system and the fiscal system.Therefore,the transformation of the systems, the transformation of the governmental function ,the division of the political power and the ownership,the strengthening of ruling by law and the augmentation of supervisory strength turn to be the important means and measures for the reduction of the farmers’ overburden.
