本文从资源竞争、市场竞争、科技竞争等角度认识当前山东渔业所面临的形势。从渔业产业结构调整、科技兴渔、水产品市场建设、渔业所有制改革、企业家队伍建设这5个环节论述把“海上山东”建设提高到一个新水平的主要途径。

The author recognizes the situation confronted by Shandong fisheries from the aspects of resource competition， market competition and science－technology competition， and expounds how to improve the construction of ‘Shangdong on the Sea’to a higher level from the aspects of adjustment of fishery industry structrue， fishery florish by science－technology， construction of fishery product markets， reform of fisheries ownership system and construction of enterpriser ranks．
