试论清末民间投资“实业”的政策环境

A Discussion of the Policy Environment for the Civil-invested Enterprises at Late Qing Period

20世纪初晚清政府利用自上而下的行政手段实行了“振兴实业、奖恤工商”的新经济政策和法律法规 ,对中国传统经济组织和制度安排进行了重组和变革 ,为中国近代民间投资工商业创造了前所未有的宽松的政策环境 ,引发20世纪初民间投资实业的高潮。但是 ,清政府终究要受本阶级利益和政策要求的制约 ,新经济政策最终没能使中国民族工商业走向繁荣 ,只是昙花一现。

At the early 20th century, by enforcing the new economic policies, laws and regulations in order to re-organize and innovate China's traditional economic structure and system, and to create an unprecedented relaxed and elastic policy environment for modern China's civil-invested industry and trade, the Qing government roused a civil investment climax. While on the other hand, restrained by the class-interest-oriented policies, China national industry and trade did not undergo a lasting prosperity, but only boomed like a flash in history.
