论政府成本

On Government Cost

本文从经济学与政治学的双重角度提出了政府成本问题 ,指出政府成本存在的客观基础是政府组织与管理社会的基本职能 ,政府成本的产生是不可避免的。政府成本虽然是客观存在的 ,但由于政府本身没有支付成本的能力 ,于是政府成本最终由社会公众承担 ,政府成本的这一转嫁似乎使政府失去了直接承担成本的义务 ,从而使政府在主观上忽略对政府成本的控制 ,客观上又造成了政府成本的膨胀。现代合法型政府必须从建立制度入手 ,控制政府成本 ,才能提高政府管理绩效。

the cost of government is presented as it comes from the basic functions to organize and to manage the society,it is also inevitable by both economics and politics.The cost of government is transferred to people in society because the government itself has no bbility to afford its cost even if the cost exist objectively.This transferring makes the government to overlook the control of the cost and it may cause the cost grows as if the government has no duty to pay the cost.Modern lawful governments may rise their achievements only if they control the cost of the government by setting a series of rules.
