参考西方教育发达国家高校管理体制的特点 ,我国高校应建立以高校董事会领导下的校长负责制为主的高校管理体制 ,这样才能真正形成高校面向社会自主办学的局面和高校监督权、行政管理权、学术自治权三权分立的一种分权—制衡的结构。

Referring to the administrative system of western countries' colleges, the higher education of our nation may introduce the administrative system with the president in charge under the leadership of the board of directors of as the dominant system, so as to meet the social needs,and actually become independent in running college with the mechanism of decentralization and checks and balance among three independent powers—collegial supervisory power, administrative power and self-rule power of learning.
