在选择西部开发模式时 ,应当充分尊重和内化东部发展中那些能为我所用的成功经验 ,正确对待东部发展中那些具有共性特征的失误和挫折 ,谨防因袭东部发展中那些西部断难效尤的先发体制 ,努力发扬光大西部自身潜在的优势 。

In choosing the pattern of west development,the lessons and experience of development in the east regions should be taken as a reference system.Those successful experience which can be used in the west development should be fully respected and internalized,while those failures resulting from common features in the east development should be properly considered so as to guard against previously practiced system inherited in the east development which cannot be followed in the west development.Efforts should be made to bring the potential advantage into full play and overcome the pitfalls existing in thewest region.
